National Outreach Centres

Eurofound aims to support the formulation of policies on living and working conditions through the provision of relevant data and knowledge. To achieve this, it needs to ensure that its dissemination activities reach the right people at the right time and in the right place. These target groups include a range of policy makers and other actors at national and European level.

The National Outreach Centres (NOCs) network is a major component in this process. There are currently NOCs in 10 Member States, and it is planned to extend the network to cover the entire EU by 2008.

Role of the NOCs

The NOCs act as communication relays by disseminating research results and providing input for Eurofound's Information and Communication strategy at national level. Their main tasks are to:

  • identify target groups (and the members of those groups) and the most effective means for Eurofound to meet their information needs;
  • assess where and when information from Eurofound could have a significant impact on EU social policy issues, within the national context; and
  • communicate and disseminate relevant information to the target groups and individuals.

Target groups

Eurofound's primary target groups are those involved in the implementation of European social policy. The NOCs therefore focus on the following groups at national level:

  • national governments, regional and local authorities working on social policy;
  • social partners: trade unions and employer organisations;
  • non-governmental organisations associated with the development of social policy.
