    EU Level: Commerce social partners agree joint statement on corporate social responsibility

    In November 2003, at the end of a conference on the link between corporate social responsibility (CSR) and commerce workers’ employment conditions, the European-level social partners in the commerce sector signed a joint statement on CSR. The joint statement includes a pledge to promote CSR throughout business activities and to monitor and assess progress through a variety of means.

    EU Level: Tripartite social summit discusses growth and employment

    EU Level: European Parliament rejects port services Directive

    In November 2003, the European Parliament rejected a conciliation text of the proposal for a Directive on market access to port services, with the result that the proposal had now lapsed. This development has been welcomed by trade unions, which had feared that the proposal would have opened up the sector to workers without adequate qualifications and experience, thus endangering employment for dock workers and lowering health and safety standards.

    EU Level: Unions criticise Ryanair’s industrial relations practices

    In November 2003, European Transport Workers’ Federation (ETF) activists from France, Spain and Italy joined protests outside the labour tribunal at Charleroi in Belgium against the Irish budget airline Ryanair. The immediate issue was the dismissal of three Ryanair employees based at Charleroi, but the trade unions claim that the company general's general industrial relations practices are poor.

    EU Level: Commission issues action plan for people with disabilities

    EU Level: OECD issues 2003 Employment Outlook

    In September 2003, the Organisation for Economic Cooperation and Development (OECD) issued its annual Employment Outlook report, in which it stresses the importance of expanding the workforce by integrating under-represented groups. It also states that additional investment in skills is required. Without progress in these areas, the report states that the prospects for economic growth in many countries will be undermined as the population ages, placing more strain on pension schemes and threatening living standards.

    EU Level: Report finds that diversity policies can improve business performance

    A new report published by the European Commission in November 2003 looks at the issue of workforce diversity policies, assessing their costs, their benefits and the obstacles to the establishment of such policies. It makes a variety of recommendations aimed at encouraging the promotion of workforce diversity. The report has been drawn up in the context of the implementation of two new EU anti-discrimination Directives.

    EU Level: ECJ rules that on-call working is working time

    In September 2003, the European Court of Justice (ECJ) ruled that time spent by a doctor working in a hospital on an on-call basis constitutes working time in its entirety, even if the employer provides a place of rest for the employee to use when not actively engaged in their duties.

    EU Level: 2003 employment guidelines and recommendations adopted

    The 2003 EU employment guidelines and employment policy recommendations to the Member States were adopted in July 2003. Following changes to the European employment strategy, the timing of the process and the contents of the guidelines and recommendations have been modified in 2003. The employment guidelines now focus on 10 policy priorities, rather than grouping a larger number of guidelines under four pillars as was previously the case, and set concrete targets for most of them.

    EU Level: European code of conduct signed in private security sector

    EU Level: Draft EU Constitution presented to Thessaloniki Council

    The draft of an EU constitutional Treaty was presented to the European Council summit held in Thessaloniki in June 2003. The proposed Treaty, which incorporates the Charter of Fundamental Rights of the EU, will now form the basis for the work of an Intergovernmental Conference, which should produce a final text. The Thessaloniki Council also endorsed the EU's 2003 Broad Economic Policy Guidelines and Employment Guidelines.

    EU Level: Italian Presidency sets out priorities

    The Italian government holds the EU Presidency in the second half of 2003. In the employment and social field, its priorities include achieving a fair balance between flexibility of the labour market and social security, progress towards reform of pension systems, and the promotion of equal opportunities.     EU Level: EU-level social partners negotiate joint text on restructuring

    In June 2003, negotiators on behalf of the European-level social partners agreed the text of a statement on managing change and its social consequences. The move is in response to the consultation process on restructuring initiated by the European Commission in early 2002. The joint text still requires final approval by the governing bodies of the various social partner organisations, and will then be presented to the Commission.

    EU Level: Anti-discrimination awareness campaign launched

    In mid-June 2003, the European Commission launched a campaign to increase awareness of discrimination. It believes that there is a need for such awareness-raising, given that two new anti-discrimination Directives come into force during 2003 and that a recent survey has shown that the majority of EU citizens are not aware of their rights in this area.

However, political agreement was reached on the Regulation on a statute for a European Cooperative Society and the accompanying Directive on worker involvement.

    EU Level: Railway workers hold international day of action

    On 14 March 2003, the International Transport Workers’ Federation called its fourth annual international railway workers’ action day, entitledSafety first. The aim of the protest was to draw attention to railway workers’ fears that the deregulation of railways around the world is jeopardising the lives of passengers and rail workers.     EU Level: European sugar industry agrees code of conduct

    EU Level: Greek Presidency sets out priorities

    EU Level: Agriculture social partners sign vocational training agreement

    In December 2002, the European-level social partners in the agriculture sector signed an agreement on vocational training. The new European accord aims to raise the skill levels of workers in this sector, recognise on-the-job training and experience, give workers a right to individual skills assessments and encourage cross-border recognition of qualifications and diplomas.
