Main Characteristics

OREF is a technical tool used to analyse the current and future requirements of the regional economy in terms of employment and training. This includes job creation, labour demand, recruitment difficulties, and qualifications expected by firms. At sectoral level, procedures are often in place to enable the exchange of information and to reflect both sides of industry. Relevant issues include training, transfer of employees, and re-employment of workers to other jobs in the region, in order to preserve its economic potential and quality of life there.

This involves a holistic approach to employment and training issues.

Weaknesses

A high level of variation is found across regions in terms of budget and means, activities and effectiveness, which can lead to a lack of visibility for external actors. The lack of research that aims to anticipate and explore forthcoming issues represents another weakness. Finally, in some regions, there has been a poor level of cooperation between the observatory and the 'poles of competitiveness'.
