Expression which is used in an inconsistent manner. Sometimes it refers to the fact that only certain enterprises within an industry are affected by the dispute in question. In other cases it means that only certain tasks are affected by the dispute, e.g. those comprising new work which is not covered by the rates of pay fixed in the relevant collective agreement (see peace obligation: exceptions related to collective agreements ), with the employees concerned continuing to perform the rest of the work.
