The right of individual parties (employer and employee) or collective parties (trade unions and employers' organizations) to fix rates of pay. Although a major issue in social and political debate, particularly criticism levelled against government intervention, this freedom is not constitutionally guaranteed in France. The principle of the introduction by law of a national guaranteed minimum wage is not disputed as such, and this has also been the case with various statutory measures on pay controls or temporary pay freezes.
