The organs of a trade union, i.e. the executive council and the audit committee, and also its representatives in union federations , are elected by the general assembly of union members . Under Law 1264/1987, which redefines electoral procedures in detail, elections are conducted according to the system of proportional representation (Article 12). This means that seats on the executive council and audit committee and the number of representatives in federations are distributed between combined and separate candidates on the basis of their electoral strength. This legislative imposition of proportional representation, although in accord with the democratic principle, gives rise to doubts as to its constitutionality because it violates the principle of the unions' autonomy, i.e. the precedence of their own standing rules over the law: their autonomy is established by Articles 12 and 23(1) of the Constitution. Voting takes place on the basis of union membership cards; prior to the issue of such cards, health insurance cards were used. Responsibility for conducting elections lies with an electoral board, which is presided over by a representative of the judiciary (see electoral board , union democracy .
