Form of industrial action in which employees, having previously agreed between themselves to do so, collectively exhibit exaggerated care in the execution of work. In practice, the effect is to reduce output or to hinder the functioning of services. Working-to-rule, which has not been encountered in Greece, is a lawful form of strike although the element of a cessation of work is absent. Since it constitutes strike action, it would mean the loss of pay throughout its duration.
