FÁS, the Irish Training and Employment Authority, was established in 1988 under the Labour Services Act 1987. Under the Act, FÁStook over the functions of An Chomhairle Oiliúna (AnCO: the national training agency), the Youth Employment Agency, and the National Manpower Service. It is responsible for the provision of apprenticeship and training courses, an employment and placement service, community-based enterprises, and a training and consultancy service for overseas (Irish Labour Training Services Ltd.). It operates two schemes designed to encourage employers to take on workers: the Employment Incentive Scheme and the Employment Subsidy Scheme.
