Under Article 1 of Decree-Law No. 47 511 of January 25, 1967, company medical services must be provided in industrial and commercial enterprises. Their purpose is to protect employees' health and keep checks to ensure that working conditions are healthy; they are essentially preventive in nature and must be placed in the charge of doctors qualified in industrial medicine. Responsibility for organizing and bearing the cost of such services lies with the enterprise, and failure to comply constitutes an offence punishable by a fine. Only enterprises with a workforce of more than 200 employees are obliged to set up internal medical services of their own; smaller enterprises may organize services which are shared with other enterprises.
