17 May 2012: Support for disabled persons in the workplace (Romania / Information update)
A survey by Romania’s National Institute of Statistics conducted during the second quarter of 2011 revealed that 30.1% of all disabled persons aged 15–64 who had a job benefited from special services designed to help them do their work. Among these recipients, 74.3% received personal assistance, 9.5% received special equipment or adjustments to regular equipment, and 47.7% said that special working conditions existed or had been created for them at their workplace.

17 May 2012: Social dialogue helps to improve working conditions (Latvia / Information update)
A 2009–2010 survey on working conditions and risks by the Latvian Employers’ Confederation repeated a similar survey from 2005 to 2006. Employees were more satisfied with their job and working conditions than the self-employed, though only the latter reported increased satisfaction. Employers with a collective agreement were more likely to perform a risk analysis, but over half of employers were found to be unfamiliar with the requirements of the Labour Safety Law.

17 May 2012: Employment situation of disabled workers (France / Information update)
A 2008 Dares survey into the employment situation of people with some kind of official recognition of their disability found that 6% of the French population aged between 15 and 64 fell into this category. This group is characterised by having more men, older workers and a lower level of educational attainment than the total population. They also had lower rates of employment and activity, worked part-time more often and had less access to training.

While alcohol addiction is a very important problem in Hungary and drug addiction also in the highlight almost no data available about the alcohol and drug related problems at workplaces. Only one data show the seriousness of the problem: 15-30% of the accidents at workplaces related to alcohol consumption or drug usage. The available literature is very poor about reasons of alcohol or drug usage at workplace as well – there are only some case studies based on researches in a specific company. As a consequence there is only one national program with very few participants trying to cope with this problem (so called ‘Remain in the Green Zone’). Papers written by the leaders of the program show that the attention of employers’ and employees’ organizations as well as companies remained low since the program started.

Since the early 1990s, drug abuse and drug trafficking have emerged as a visible and serious problem in Bulgaria together with the existing problem of alcohol use.  However, information about the extent of alcohol and drugs use at the workplace is missing. The statistics does not provide such specific data; there are not also surveys and research to deal with this issue. The focus of public debates and policies is on young people while the extension of this phenomenon at the workplace is rarely discussed. The national preventive strategies and programmes do not even mention the workplace situation. The issue is not as yet on the agenda of social partners and they are not involved (or are marginally involved at local level) in the elaboration and implementation of the national policy.

Alcohol and drugs at the workplace is a relatively unexplored field in Sweden, although several sources claim that it is occurring – and increasing. Calculations show that the cost for alcohol related production losses was estimated to SEK 9.8 billion (approximately EUR 1.1 billion) in 2002. In order to prevent accidents at the work place, employers are obliged to provide a safe work environment which among other things requires an alcohol and drug policy. Alcohol and drug tests may be a part of this policy as there is no legislation controlling the right to impose such tests.

Alcohol and drug addiction at the work place has not been a topic of interest for trade unions and employer organisations. Public authorities developed strategies and plans to control the use of alcohol and drugs, with a special eye for the young population, but the actions and targets to keep in check such habits among workers are rather weak.

The data on the use of alcohol at the workplace in Slovenia are scarce. There are sources that provide information on the issue of alcohol use among the active population. One of the surveys carried out on this topic showed that less than one half of companies have implemented a procedure regarding the identification and processing of intoxicated employees. There are no specific regulations regarding drug testing at work in Slovenia. On the other hand, there is legislation specifically intended to prohibit alcohol/drug use at the workplace. The prevention programmes in place focus on the promotion of healthy lifestyles and the dissemination of knowledge about the harmful influence of alcohol.

The use of alcohol and drugs among Spanish working population is more common in sectors such as “catering trade” and “construction”, as well as among those workers with the worst labour conditions. With regard to Spanish legislation, there are limited references to alcohol and drug issues, although some Autonomous Communities have approved specific laws. Moreover, there are particular economic activities or professions where special limitations have been established (especially concerning dangerous activities). Finally, in Spain, social partners play an active role in the implementation of prevention programmes, where trade unions, employers’ organizations and public representatives frequently collaborate.

While alcohol and drugs abuse is a very sensitive issue for specific targets, especially students and young people, there is quite a poor attention at workplace. Specific information are limited to some local-level surveys. Further, prevention policies display quite poor link with workplace and trade unions raise several critical issues about the employers’ implementory attitudes.
