Attractive workplace for all - Business creation and entrepreneurship


The Lisbon agenda prioritises entrepreneurship as a key ingredient contributing to the revitalisation of the European economy. Improving the business environment for small and medium-sized enterprises (SMEs) is a principal goal. This orientation will present examples of companies acting as drivers of local business creation in the context both of normal business expansion and also in cases of company restructuring.

Under Orientation 6: Business creation and entrepreneurship, case studies include examples of spin-offs, developments of clustering, transfers / competence exchange between companies, as well as schemes aimed at the creation of new business entities in cases of restructuring or business failure.

Key findings of the research are the following:

  • The case studies exemplify a broad variety of creative examples of how companies can foster business creation in many different ways, ranging from classical spin-offs to new forms of private-public partnerships.
  • A considerable number of examples relate to new forms of networks built to improve the chances of new entrepreneurships.
  • The role of social partners is crucial for the success of initiatives supporting the creation of local and regional business networks and clusters.
