Employment and working conditions of the most vulnerable workers: Addressing an ongoing policy challenge

Over the past two decades, labour markets across the EU have seen a marked rise in non-standard employment. While such arrangements can offer flexibility and better work–life balance, vulnerability arises when they are involuntary or when multiple non-standard characteristics intersect. This report analyses the prevalence of employment vulnerability across the EU-27 from 2009 to 2021, examining its links to working conditions, health outcomes and policy responses. The findings show that women, young people and migrants face the highest risk, with those experiencing multiple dimensions of vulnerability reporting poorer job prospects, limited training opportunities, less autonomy and higher rates of anxiety and depression. The report also reviews EU and national policy measures aimed at strengthening contractual certainty and supporting transitions to more secure employment.

This report describes Eurofound's activities, particularly its research, information and communication programmes and policy achievements, in relation to the objectives set in the Eurofound work programme 2025: Supporting better policies for a strong social Europe, the first annual work programme under the Multiannual research programme 2025–2028: Responding to Europe's new opportunities and challenges. 2025 was a landmark year for the Agency, marking its 50th anniversary. The report also covers the management and external evaluation control systems, key performance indicators, and financial and HR information. Minimum wage

The term ‘minimum wage’ refers to the regulatory restriction on the lowest rate payable by employers to workers. Statutory minimum wages are regulated by formal laws or statutes. Collectively agreed minimum wages are stipulated within collective agreements between trade unions and employers. The term ‘national minimum wages’ is used when countries have one (or more) basic rates covering workers nationwide. They can be either statutory or collectively agreed.
