Recent restructuring trends in the EU

The ERM report 2007 Restructuring and employment in the EU: The impact of globalisation argues that the nature and extent of globalisation has so far not had any serious overall negative consequences for aggregate employment in Europe. This report complements the ERM report 2007 with pertinent data from the European Restructuring Monitor (ERM). It provides evidence of restructuring and employment in all 28 countries included in the ERM, i.e. the EU27 and Norway.

Discrimination in salary levels

The Spanish Ministry of Labour and Social Affairs published an article in
June 2004 on how salaries are set in Spain (Formación de salarios en la
economía española - 2Mb pdf; in Spanish [1]). The paper seeks to identify
the factors that play a role in determining salaries, and to assess whether
pay differences by gender and type of contract are subject to discrimination.

The results of the Fifth National Survey on Working Conditions reveal an improvement in the risk preventive systems used by Spanish businesses. However, working conditions seem to have slightly disimproved, according to workers’ self-assessment of their own conditions. This trend has had negative health outcomes.

Job insecurity still high in Spain

The Spanish Institute of Fiscal Studies [1] (Instituto de Estudios Fiscales ,
IEF), a subsidiary body of the Spanish Treasury and Ministry of Economics
[2], recently published a working paper aimed at assessing job security in
the Spanish labour market. This paper, Job security in Spain: Evidence from
the Spanish Labour Force Survey 1987-2003 (337kb pdf; in Spanish) [3] (La
seguridad del empleo en España: Evidencia con datos de la EPA 1987-2003),
reveals high job insecurity in Spain.

Challenges of achieving a work-life balance in Spain

The report Informe España 2004 [1] (2004 Report for Spain) was published by
the Fundación Encuentro [2] in May 2004. An annual publication since 1993,
the report provides a series of analyses on social, economic and political
issues in Spain. The 2004 report devotes a chapter to the balance of work and
family life (pdf file; in Spanish) [3], regarded by the authors as one of the
most challenging issues that Spanish families face on a day-to-day basis.

Changing face of self-employment in Spain

The Spanish Ministry of Labour and Social Affairs [1] published a report in
February 2004 analysing the basic features of self-employment in Spain
(/Empleo Autónomo y Empleo Asalariado: Análisis de las características y
comportamiento del autoempleo en España/ - /Self-employment and salaried
employment: Analysis and characteristics of self-employment in Spain/ ). The
report highlights in particular the link between self-employment and female
employment, and looks at self-employment as a way of encouraging more women
to enter the labour market.

Increase in permanent employment in Spain

The February issue of the Economic Bulletin [1] of the Spanish Central Bank
[2] analysed employment figures for 2003, based on data from the Spanish
Labour Force Survey [3] (EPA). The report [4] /(pdf file)/ focuses primarily
on employment, the active population and unemployment, and also examines
types of contract and working time (full-time/part-time).

New law on the prevention of work-related accidents approved

The Spanish Parliament approved the reform of the legal framework on the
prevention of risks in the workplace [1] /(pdf file)/ (Reforma del marco
normativo de la prevención de riesgos laborales) on 27 November 2003. The
reform aims to reduce the rates of work-related accidents across all
industrial sectors. Changes have also been approved to the law on infractions
and sanctions in the social order [2] (Ley de infracciones y sanciones en el
orden social, 2000), relating to industrial relations infringements.
