This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the commerce sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements.

This report assesses the role of the social partners in advancing gender equality in Europe. It explores the actions taken within the different national frameworks of industrial relations and against the ranking of the Member States on the Gender Equality Index. Overall, significant actions are being taken by European and national social partner organisations and companies in support of gender equality.

With the average age of the population rising, people aged 55–64 make up an increasing share of workers in Europe. This demographic shift, as well as ongoing threats to the sustainability of national welfare and pension systems, has increased pressure for reforms to encourage longer careers. This report maps initiatives at national or sectoral level taken by governments and social partners to keep older workers in the labour market. Some measures involve financial incentives to work longer while others look at ways to enhance working conditions.

Youth unemployment rates in Europe are dramatically high. Many EU Member States have implemented youth employment policies that facilitate and support young people’s pathways through education to employment and tackle such diverse issues as early school leaving, school-to-work transitions and employability. But how effective are such policies? What are their strengths and their weaknesses and what characteristics make an effective policy in the field of youth unemployment? This report reviews existing evidence on the effectiveness of 25 policies tackling youth unemployment for a selected number of countries (AT, FI, FR, HU, IE, IT, ES, SE, UK) and complements this information with expert interviews. It seeks to assess the extent to which the chosen measures have been successful, looking at their outputs, outcomes and wider impact.

It specifically emphasises the role of the social partner organisations at different levels (European, national, local), their role in the change management process and the impact of restructuring on employment.

This case study demonstrates how Danske Bank, one of the largest banks in northern Europe, has dealt with the impact of the financial crisis. It also shows how it has coped with longer term restructuring requirements arising from rapid expansion and internationalisation of the bank, the integration of IT systems and the relatively high employment density in the sector in Denmark. As well as presenting the approach to restructuring at national level in Denmark, this case study looks at the role played by the company’s relatively new European Works Council in the discussions.

The way now seems to be clear for the creation of Union Network International (UNI), bringing together four existing International Trade Secretariats: the International Federation of Commercial, Clerical, Professional and Technical Employees (FIET); the Communications International (CI); the Media and Entertainment International (MEI); and the International Graphical Federation (IGF). The new "super-union" would bring together up to 800 unions with over 15 million members from more than 140 countries around the globe in the rapidly converging fields of new technology, communications and services.

The International Transport Workers' Federation (ITF), with the support of the European Transport Workers' Federation (ETF) have organised for 5 October 1999 a repeat of the day of action they held in September 1998 (EU9809127F ) under the banner /Fatigue kills/. The aim of the "international road transport action day", in which over 100,000 drivers worldwide were due to participate, was to highlight the health hazards to drivers and the general public of excessively long working hours. The protest was intended to underline the trade unions' demands for the limitation of working time to a maximum of 48 hours per week in line with International Labour Organisation Convention No. 153 on hours of work and rest periods (road transport) , through adoption of legislation at national level in each country. In Europe, unions are demanding the implementation of European Commission proposals  to legislate to limit working hours in road transport to an average of 48 hours per week (EU9901144F ). The Council of Economic and Financial Affairs Ministers reached agreement on 8 October 1999 on a Directive amending Directive 77/388/EEC on tax harmonisation , enabling Member States, on an experimental basis, to apply a reduced rate of value-added tax (VAT) on certain labour-intensive services.
