Coverage/Eligibility

Provided by the National credit and investment institution in Luxembourg (Société Nationale de Crédit et d'investissement - SNCI), the loan is intended for recently incorporated or bought out SMEs. Beneficiaries must possess a valid business permit which is issued by the Ministry of the Economy. Beneficiaries must also submit a business plan and a financing plan which must include evidence of equity capital of at least 15% of the eligible amount.

Main characteristics

This loan finances assets within the framework of a business transfer or business creation. The business being transferred must be an SME and 15% of own funds are required to finance the transfer. Potential beneficiaries must present a business and finance plan. All expenses and costs are eligible. The minimum loan is €5,000. The loan may not exceed 40% of the eligible costs and may not exceed €250,000. The duration of the loan is usually 7 years but this depends on the project. Depending on the project and respective investments, the duration can be up to ten years. However, if the project comprises an important part (more than 50% of eligible costs) of fixed assets, the duration can also be extended up to fourteen years.

In the context of the current COVID-19 crisis, the SNCI has decided to suspend the reimbursement of loans for the period between 31 March 2020 and 30 June 2020.  The measure has not been renewed after June 2020.
