Although standard employment is still dominant in European labour markets, an increasing range of new employment forms is emerging that differ in their implications for working conditions. This study explores strategic employee sharing, an employment form for companies that have specific HR needs that do not justify a permanent full-time position, but are often recurring, by hiring one or several workers who work on assignments, and whose skills and time are shared among a group of companies. These companies have joint responsibility and liability towards the shared workers who are ensured ‘equal pay, equal treatment’ with core staff. Yet in spite of the win–win potential of this employment form for both companies and workers, it is not widely known and only marginally used. This report explores the preconditions for a further spread of strategic employee sharing as well as its impact on employers and employees.

    Нови форми на заетост: Развитие на потенциала на стратегическия обмен на персонал

    Автор(и):
    Eurofound

    Въпреки че на европейските пазари на труда продължават да доминират стандартните практики за наемане на работа, все повече се утвърждават нови форми на заетост, които имат различни последствия за условията на труд. В настоящото проучване се изследва стратегическият обмен на персонал — форма на наемане на работа за предприятия със специфични нужди от човешки ресурси, които не оправдават длъжност на пълно работно време, но възникват периодично, чрез наемане на един или няколко работници, които работят по отделни задачи и чиито умения и време се поделят между група от предприятия. Тези предприятия имат съвместни задължения и отговорности към поделените работници, на които се гарантира „равностойно заплащане и равно третиране“ с основния персонал. Въпреки потенциала на тази форма на заетост за взаимна изгода както за предприятията, така и за работниците, тя не е широко известна и се използва само ограничено. В настоящия доклад са проучени предпоставките за допълнително разпространение на стратегическия обмен на персонал, както и последствията за работодателите и работниците.
