Based on information derived from 85 case studies across all EU Member States and other sources, the project outlines the features peculiar to SMEs in their anticipation and management of restructuring, explores the main drivers of change and analyses the factors influencing successful restructuring. It offers some insight into how restructuring impacts on workers and the company itself and sets out several policy pointers for future action. This is the country report for Spain.
Spain: Rise in number of companies instigating prevention activities

According to the 2009 National Survey on Enterprises’ Health and Safety
Management, 43% of companies with six or more workers had risk prevention
representatives. Of the surveyed establishments, 20% did not carry out risk
assessments whereas 61% had arranged health and safety training in the
previous two years. Use of external prevention services had increased since
1999. Work accidents and musculoskeletal problems were the most frequently
registered health risks.
Overtime hours decreasing but still high

The General Workers’ Union (UGT [1]) has published a report on the
evolution of working time (in Spanish, 720Kb PDF) [2] and extra working time
among Spain’s workforce. The report is based on data provided by the Survey
on Active Population (EPA [3]) collated by the Spanish National Institute of
Statistics (INE [4]) on a quarterly basis (yearly averages are also
available), and on data produced by Confederate Executive Commission (CEC) of
the UGT.

Sick immigrant workers more likely to go to work

The Institute for Work, Environment and Health (ISTAS [1]), an independent
body founded by Trade Union Confederation of Workers’ Commissions (CCOO
[2]), has recently published a report (215Kb PDF) [3] on sickness
presenteeism among immigrant workers. The term ‘presenteeism’ is
understood as ‘going to work despite feeling sick or having some health
problems’.

Immigrants more affected by labour market crisis

Although immigration [1] is a relatively new phenomenon in Spain, it has
grown in importance over the past decade. According to the Active Population
Survey (EPA (in Spanish) [2]) conducted by the Spanish National Institute of
Statistics (INE [3]), foreign citizens made up 1.2% of the total working
population in Spain during the second quarter of 1996. By the second quarter
of 2009, this figure had reached 14.1% of the total working population, which
translates to 2.8 million immigrant workers.

Significant increase in labour market participation of older workers

The report [1] on the labour market participation of people aged 55–64
years and their career paths (in Spanish) [2] was published in May 2009 by
the research institute Fundación 1º de Mayo [3]. The latter was established
by the Trade Union Confederation of Workers’Commissions (Comisiones
Obreras, CC.OO [4]) in 1988.

Impact of economic crisis on unemployed people

In February 2009, the human resources company Adecco [1] published a press

accepted by unemployed people in Spain. The information is based on official
statistics and Adecco’s own business data; the main findings of the

Workers have lower expectations for coming year

The temporary agency work company Adecco [1] has carried out research on how
the current economic framework is affecting labour expectations of Spanish
workers for 2009. The survey was conducted among 500 Spanish employees and
its results were published in December 2008. The study, entitled ‘What
would you want for Christmas from your company?’ (¿Qué le pedirías a tu
empresa por Navidad? (129Kb PDF) [2]), was also extended to workers’ main
labour-related wishes and expectations for 2009 and aimed to identify these.

Barriers to labour market for people with disabilities

A ‘Study on employers’ perspectives regarding the employment of disabled
people’ (Estudio sobre perspectivas del mundo empresarial respecto a la

the Manpower Foundation (Fundación Manpower [2]) and the ONCE Foundation

Economic downturn impacts most on migrant workers

The Permanent Observatory of Immigration (Observatorio Permanente de la
Inmigración [1]), attached to the Ministry of Labour and Immigration
(Ministerio de Trabajo e Inmigración, MTIN [2]), analyses information
relating to immigration. The observatory has recently published a report on
immigration and the labour market, entitled Inmigración y Mercado de Trabajo
