    This year’s annual review of industrial relations developments in the European Union, Japan and the US, as well as in the emerging economies of Brazil and China, is set against the background of the global financial and economic crisis that developed in the summer of 2008. As recession has hit countries worldwide, weakening labour markets and causing unemployment to rise, governments have issued stimulus packages to combat the crisis. This report explores the impact of the crisis on developments in industrial relations in the EU, Brazil, China, Japan and the US over the period 2008–2009. It charts the similarities and trends, as well as the differences in structure and developments between these five major economies, followed by an outline of priority issues for the social partners and a range of measures that could improve the global economic outlook.

    A key element of European policy is the emphasis on boosting employment and maximising its quality – creating ‘more and better jobs’ – with a view to shaping a competitive, knowledge-based economy. Over the period 1995 - 2006, considerable growth in employment took place in most European countries. This report seeks to determine if those jobs created were also of better quality. It analyses the level of employment growth across the wage spectrum in each Member State by sector, occupation, type of contract, and gender.

    2008 marked the completion of Eurofound’s four-year programme, Changing Europe: Better work, better life. Eurofound built on its work of previous years in providing comparative information, research and analysis on living and working conditions, industrial relations and the management of change for key actors in the field of EU social policy. As outlined in the 2005–2008 programme, Eurofound’s work is divided into three key tasks: monitoring and understanding change, researching and exploring what works, and communicating and sharing ideas and experience. Within these three tasks, its activities fall into four thematic areas: employment, industrial relations and partnership, work–life balance and social cohesion.

    2005 var det første år af instituttets nye fireårige arbejdsprogram for 2005–2008. Fuld af energi og ambition iværksatte instituttet sit nye program ”Europa i forandring: et bedre arbejde, et bedre liv”, der omfatter en række forskningsprojekter inden for de fire prioriterede temaer: mere og bedre beskæftigelse, balance mellem arbejde og privatliv, øget medindflydelse og partnerskab samt større social samhørighed. Højdepunktet ved årets udgang var udnævnelsen af instituttets nye direktør, Jorma Karppinen, som tiltrådte i december.

    Presset fra globalisering og demografiske ændringer gjorde sig i stigende grad gældende, da Den Europæiske Union i løbet af 2006 forberedte sig på at udvide sine grænser til også at omfatte Bulgarien og Rumænien. Politiske beslutningstagere på EU-plan og nationalt plan står over for at skulle træffe vigtige beslutninger om problemstillinger i relation til migration, beskæftigelse, uddannelse, lige muligheder og social- og arbejdsmarkedspolitik. I 2006 stillede instituttet den seneste viden og information om alle disse og andre problemstillinger til rådighed.
