Resumé

Around one third (34%) of workplaces with 10 or more employees have a trade union or works council body in place. Considerable variation exists between countries: the rate is above 55% in Denmark, Sweden and Finland but below 20% in countries such as Turkey, Greece and Portugal. Substantial variations also exist depending on industry sector and workplace size. Many of these characteristics are related to the presence or absence of a trade union or works council. Workplace representation is more prevalent in countries where national or sectoral bargaining dominates. It is also higher in countries with more extensive levels of legislative support for workplace representation. An executive summary is available - see Related content.

    Hvordan fungerer den sociale dialog i praksis, hvilke former for repræsentation findes der, og hvor godt fungerer de? Eurofounds europæiske virksomhedsundersøgelse for 2009 (ECS) leverer omfattende data fra 30 lande, som gør det muligt at se nærmere på disse spørgsmål. Rapporten bygger på ECS og andre datakilder og beskæftiger sig med faktorer, som har indflydelse på, i hvilken retning den sociale dialog bevæger sig i en virksomhed, navnlig med hensyn til samarbejdsudvalg og fagforeninger – virksomhedens størrelse og alder, arten af de produkter, der fremstilles, eller de tjenester, der leveres, arbejdsgivernes valg og arbejdsstyrkens sammensætning er alle væsentlige faktorer. De overordnede rammebetingelser spiller også ind, f.eks. hvor meget de nationale regeringer griber ind i den sociale dialog, og på hvilket niveau forhandlingerne finder sted.
