More and better jobs in home-care services

Resumé

As Europe’s population ages, the number of adults needing long-term care is increasing. There are, however, persistent labour shortages in the health and social care sector; well-qualified staff are particularly lacking. At a time when unemployment across much of Europe is high, this study considers how this pool of surplus labour might be used to solve the care sector’s labour shortage, and how people might be encouraged to work long term in a sector that has consistently high levels of staff turnover. The study examines a total of 30 case studies across 10 EU Member States, analysing initiatives that were successful in either creating more jobs in the sector, or improving the quality of its jobs, with the dual aim of attracting new recruits and retaining existing staff.     I takt med, at Europas befolkning ældes, stiger antallet af voksne med behov for langtidspleje. Der er imidlertid vedvarende mangel på arbejdskraft i social- og sundhedssektoren. Der mangler navnlig faguddannet personale. På et tidspunkt, hvor arbejdsløsheden i hele Europa er høj, fokuserer denne undersøgelse på, hvordan dette overskud af arbejdskraft kunne anvendes til at afhjælpe manglen på arbejdskraft i plejesektoren, og hvordan folk kunne tilskyndes til på lang sigt at arbejde i en sektor med en konstant stor personaleomsætning. I undersøgelsen gennemgås i alt 30 casestudier fra 10 EU-medlemsstater, og der analyseres initiativer, som var vellykkede i henseende til enten at skabe flere job i sektoren eller til at forbedre jobkvaliteten med det formål både at tiltrække nye medarbejdere og fastholde de eksisterende medarbejdere.
