This report explores the growing role of the private sector in the provision of public services in the EU. The research is based on sector-specific case studies carried out in Lithuania, Spain, Sweden and the UK. It focuses specifically on social services of general interest (SSGIs) in the areas of healthcare, early childhood education and care (ECEC), employment services and long-term care. The findings show that in the two countries with long-established welfare systems (Sweden and the UK), the key factor driving governments to expand the role of the private sector has been the expectation of gains in quality and efficiency. In the countries with less-extensive welfare services (Lithuania and Spain), budgetary constraints have been the key driver. The report finds that greater private sector involvement in the provision of public services often leads to less equitable access and that quality-related outcomes can be mixed.

    I denne rapport undersøges den private sektors mere fremtrædende rolle med hensyn til at levere offentlige tjenesteydelser i EU. Forskningen bygger på sektorspecifikke casestudier, der er blevet gennemført i Litauen, Spanien, Sverige og Det Forenede Kongerige. Den fokuserer navnlig på sociale ydelser af almen interesse inden for sundhedssektoren, førskoleundervisning og børnepasningsordninger, arbejdsformidlinger og pleje af ubegrænset varighed. Resultaterne viser, at i de to lande med veletablerede velfærdssystemer (Sverige og Det Forenede Kongerige) har den vigtigste faktor, der har fået myndighederne til at udvide den private sektors rolle, været forventningen om kvalitets- og effektivitetsgevinster. I de lande, der har mindre udbyggede velfærdssystemer (Litauen og Spanien), har budgetmæssige begrænsninger været den vigtigste drivkraft. Rapporten konkluderer, at en større inddragelse af den private sektor i leveringen af offentlige tjenesteydelser fører til mindre lige adgang, og at de kvalitetsmæssige resultater kan være blandede. Selv om innovative metoder og teknologier kan anvendes i sådanne tilfælde, sker det ofte på bekostning af kvaliteten i bestræbelserne på at forbedre adgangen til tjenesteydelserne.
