The ‘working poor’ are a substantial group, the latest estimate putting 10% of European workers at risk of poverty, up from 8% in 2007. This report describes the development of in-work poverty in the EU since the crisis of 2008, picking up where an earlier Eurofound report on this subject, published in 2010, ended and looks at what countries have done to combat the problem since. This endeavour is complicated by the policy focus on employment as a route out of poverty, underplaying the considerable financial, social and personal difficulties experienced by the working poor. The increase in non-standard forms of employment in many countries appears to have contributed to rising in-work poverty. The report argues the case for greater policy attention and action on the part of governments, employers and social partners, not only through direct measures associated with both the minimum and living wage, progressive taxation, in-work benefits and social assistance, but also and more importantly through indirect measures such as more flexible working arrangements, housing, upgrading of skills and childcare.

    Fattigdom blandt personer i arbejde i EU

    Forfatter(e):
    Eurofound

    "Arbejdende fattige" er en stor gruppe, og ifølge det seneste skøn er 10 % af den europæiske arbejdsstyrke i risiko for et liv i fattigdom. Dette er en stigning fra 8 % i 2007. I denne rapport beskrives udviklingen i fattigdommen blandt personer i arbejde siden krisen i 2008, i forlængelse af en tidligere rapport fra Eurofound om dette emne, som blev offentliggjort i 2010, og der ses nærmere på, hvad landene har gjort for at bekæmpe problemet siden da. Denne bestræbelse kompliceres af det politiske fokus på beskæftigelse som en vej ud af fattigdom, hvilket undervurderer de betydelige økonomiske, sociale og personlige problemer, som arbejdende fattige oplever. Stigningen i atypiske former for arbejde i de seneste år ser ud til at have bidraget til en stigende fattigdom blandt personer i arbejde. I rapporten slås der til lyd for større politisk fokus og handling fra offentlige myndigheder, arbejdsgivere og arbejdsmarkedets parter, ikke kun gennem direkte foranstaltninger i forbindelse med både mindsteløn og en anstændig løn, progressiv beskatning, arbejdsbetingede ydelser og social bistand, men også, og endnu vigtigere, gennem indirekte foranstaltninger, f.eks. mere fleksible arbejdsformer, boliger, opgradering af kvalifikationer og børnepasning.
