A living wage has been defined as a measure of income that allows an employee a basic but socially acceptable standard of living. In recent decades, living wage initiatives have emerged in a small number of mainly English-speaking countries, including the UK and Ireland. These initiatives have developed in response to the inadequacy of income for many working households reliant on existing statutory minimum wage rates. They set out a methodology for calculating a wage that would allow wage earners and their dependents to live with dignity, in line with the fair wage provisions set out in the European Pillar of Social Rights adopted in 2017. This report aims to provide policymakers with a practical guide to the living wage concept.

    Leveløn er blevet defineret som en målestok for indkomst, der sikrer en arbejdstager en grundlæggende, men social acceptabel levestandard. I de seneste årtier er der opstået initiativer vedrørende leveløn i et lille antal lande, navnlig engelsktalende lande, herunder Det Forenede Kongerige og Irland. Disse initiativer er opstået som en reaktion på mange arbejdende husholdningers utilstrækkelig indkomst, som afhænger af de nuværende lovbestemte mindstelønsatser. I initiativerne fastsættes en metode til beregning af en løn, som giver arbejdstagere og de personer, som de har forsørgerpligt over for, mulighed for at leve et værdigt liv i overensstemmelse med bestemmelserne om "rimelig løn" i den europæiske søjle for sociale rettigheder, som blev vedtaget i 2017. Formålet med denne rapport er at give de politiske beslutningstagere en praktisk vejledning om begrebet leveløn.
