As data from the European Quality of Life Surveys and Eurobarometer show, the sharp decline in trust in institutions was a temporary phenomenon during the recession. In some Member States, trust in the EU declined more during this period than trust in national governments, but trust in the EU has generally remained higher than trust in national governments in most countries. The report shows that moderating social tensions and feelings of social exclusion can help to stem the decline in trust. However, to boost trust in institutions, improving the quality of public services is the most powerful driver. A number of encouraging and practical consequences result from trust in public institutions: for example, countries with higher trust in political institutions have a lower level of tax evasion (VAT gap) and greater public support for policy reforms.     Data fra den europæiske undersøgelse af livskvalitet og Eurobarometer viser, at det kraftige fald i tilliden til institutioner var et midlertidigt fænomen under recessionen. I nogle medlemsstater faldt tilliden til EU mere i denne periode end tilliden til de nationale regeringer, men tilliden til EU har generelt ligget på et højere niveau end tilliden til de nationale regeringer i de fleste lande. Rapporten viser, at en begrænsning af de sociale spændinger og en mindskelse af følelsen af social udstødelse kan bidrage til at dæmme op for et fald i tilliden. Den stærkeste drivkraft i forhold til at øge tilliden til institutionerne er imidlertid en forbedring af kvaliteten af de offentlige tjenester. Tillid til offentlige institutioner har en række opmuntrende og praktiske konsekvenser: Lande med stor tillid til politiske institutioner har f.eks. et lavere niveau af skatteunddragelse (momsgab) og en større støtte i offentligheden til politiske reformer.
