Eurofound publishes its work in a range of publication formats to match audience needs and the nature of the output. These include flagship reports on a particular area of activity, research reports summarising the findings of a research project and policy briefs presenting policy pointers from research projects or facts and figures relevant to policy debates. Also included are blog articles, regular articles on working life in Europe, presentations, working papers providing background material to ongoing or already concluded research, and reports arising from ad hoc requests by policymakers. Other corporate publications include annual reports, brochures and promotional publications.     In April 1997, the European Commission adopted a Green Paper on Partnership
    for a new organisation of work [1] (EU9707134F [2]) - a consultative document
    on the scope for improving employment and competitiveness through a better
    organisation of work at the workplace, based on a ideal model of high skill,
    high trust and high quality. The document launched an EU-wide consultation
    process on how to improve employment opportunities and competitiveness
    through a better organisation of work.

    On 23 April 1998, workers at the Luton and Ellesmere Port plants of motor
    manufacturer Vauxhall (part of the General Motors group), voted to accept a
    three-year pay deal. The settlement provides for a 3.5% wage rise in 1998 -
    below the industry average of 4.5% - a 3% increase in 1999 and a rise in line
    with inflation in 2000. If the exchange rate of the pound stands below DM
    2.70 in three years' time, workers will enjoy an extra 0.5% rise. The deal,
    which is believed to be the first of its kind in UK industry, also includes
    some productivity-enhancing changes. It is seen in some industry circles as a
    pointer to changes in pay and wage structures which will occur under EU
    Economic and Monetary Union.

    The Works Constitution Act (Arbeitsverfassungsgesetz, ArbVG) is a key piece
    of industrial relations legislation. It regulates collective agreements,
    minimum wages, rights and duties of employees and works councils, as well as
    sanctions. Originally enacted in 1974, it has since undergone 27 sets of
    amendments. In April 1998, the Austrian Trade Union Federation
    (Österreichischer Gewerkschaftsbund, ÖGB) presented a list of 25 demands
    for a further set of changes in 1998. These include:

    In May 1998 the First Chamber of the Dutch Parliament adopted the
    "flexibility and security" bill, which will fundamentally amend Dutch
    dismissals law when it comes into force at the beginning of 1999. The
    Minister of Social Affairs and Employment is also in agreement with the First
    Chamber's wish to set up a committee to advise the Government about the
    future of dismissals law.

    May 1998 on transferring 30 enterprises located in Lombardy to the Crotone
    area.

    April 1998 saw continued negotiations, involving a conciliator, in
    Luxembourg's public sector pensions dispute. A proposed settlement drawn up
    by the conciliator drew a trade union counter-proposal, seeking a special
    fund to cover pension shortfalls, which the Government rejected.

    The making of the Danish National Action Plan [1] (NAP) for employment, drawn
    up in response to the EU Employment Guidelines [2] for 1998, was interrupted
    by the general election which was called on 19 February and took place on 11
    March 1998. In addition, it was the intention of the Ministry of Labour to be
    among the first countries to hand in their NAP. All in all, this meant that
    the social partners had little time to consult with their affiliates and
    comment properly on the NAP, which was adopted and submitted for discussion
    at the Cardiff European Council meeting in June 1998.

    The High Level Group on the Economic and Social Implications of Industrial
    Change, chaired by Pehr Gyllenhammar, was established in response to the
    European Council's conclusions [1] at the Luxembourg Jobs Summit [2] held in
    November 1997 (EU9711168F [3]). The Group's brief is to analyse the potential
    industrial changes that the European Union faces and make recommendations on
    measures or instruments which can anticipate and manage these changes
    effectively. The Group presented its interim report [the hypertext link here
    is to a RAPID document - users without a password or user name should use
    "guest" for both] [4] on 14 May 1998 and plans to submit it to the European
    Council meeting in Cardiff in June 1998.

    and the railways in the Netherlands. They were organised in protest at
    proposed plans for restructuring.

    The European Restructuring Monitor has reported on the employment impact of large-scale business restructuring since 2002. This series includes its restructuring-related databases (events, support instruments and legislation) as well as case studies and publications.

  • European Working Conditions Surveys

    The European Working Conditions Survey (EWCS) launched in 1990 and is carried out every five years, with the latest edition in 2020. It provides an overview of trends in working conditions and quality of employment for the last 30 years. It covers issues such as employment status, working time duration and organisation, work organisation, learning and training, physical and psychosocial risk factors, health and safety, work–life balance, worker participation, earnings and financial security, work and health, and most recently also the future of work.

  • Challenges and prospects in the EU

    Eurofound’s Flagship report series 'Challenges and prospects in the EU' comprise research reports that contain the key results of multiannual research activities and incorporate findings from different related research projects. Flagship reports are the major output of each of Eurofound’s strategic areas of intervention and have as their objective to contribute to current policy debates.

  • COVID-19

    Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, conducted in two rounds – in April and in July 2020. This is complemented by the inclusion of research into the ongoing effects of the pandemic in much of Eurofound’s other areas of work.

  • European Company Survey 2019

    Eurofound’s European Company Survey (ECS) maps and analyses company policies and practices which can have an impact on smart, sustainable and inclusive growth, as well as the development of social dialogue in companies. This series consists of outputs from the ECS 2019, the fourth edition of the survey. The survey was first carried out in 2004–2005 as the European Survey on Working Time and Work-Life Balance. 

  • Sectoral social dialogue

    Eurofound's representativness studies are designed to allow the European Commission to identify the ‘management and labour’ whom it must consult under article 154 of the Treaty on the Functioning of the European Union (TFEU). This series consists of studies of the representativeness of employer and worker organisations in various sectors.

  • National social partners and policymaking

    This series reports on and updates latest information on the involvement of national social partners in policymaking. The series analyses the involvement of national social partners in the implementation of policy reforms within the framework of social dialogue practices, including their involvement in elaborating the National Reform Programmes (NRPs).

  • New forms of employment

    This series reports on the new forms of employment emerging across Europe that are driven by societal, economic and technological developments and are different from traditional standard or non-standard employment in a number of ways. This series explores what characterises these new employment forms and what implications they have for working conditions and the labour market.

  • European Company Surveys

    The European Company Survey (ECS) is carried out every four to five years since its inception in 2004–2005, with the latest edition in 2019. The survey is designed to provide information on workplace practices to develop and evaluate socioeconomic policy in the EU. It covers issues around work organisation, working time arrangements and work–life balance, flexibility, workplace innovation, employee involvement, human resource management, social dialogue, and most recently also skills use, skills strategies and digitalisation.

  • European Quality of Life Surveys

    The European Quality of Life Survey (EQLS) is carried out every four to five years since its inception in 2003, with the latest edition in 2016. It examines both the objective circumstances of people's lives and how they feel about those circumstances and their lives in general. It covers issues around employment, income, education, housing, family, health and work–life balance. It also looks at subjective topics, such as people's levels of happiness and life satisfaction, and perceptions of the quality of society.
