Undeclared work can be defined as work which is in itself legal but is not declared to the authorities for tax, social security and/or labour law purposes. Across the 28 Member States of the European Union, a great deal of effort is being invested into developing and testing policy measures that aim to tackle undeclared work.

Regulating the labour relationship of domestic workers, Spain

  A new regulation covering the working conditions of domestic staff in Spain came into force on 1 January 2012. It affects approximately 700,000 workers, most of whom are women. The new regulation puts household workers on the same level as normal employees in many respects, such as wages and working time. It also offers workers greater social protection by including them in the social security system. The unions have been positive about these measures.

Unemployed attendance scheme, Czech Republic

  A two-year project, ‘Attendance of the Unemployed’, is being used as a control mechanism by the Employment Office of the Czech Republic for selected job applicants who are obliged to attend the Czech POINT contact office at branches of Czech Post three times a week. The project is a joint endeavour of the Employment Office, the Ministry of Labour and Social Affairs and Czech Post, and is financed by the European Social Fund and the Czech state budget.

Targeted incentives to register employees, Croatia

  Employers are awarded grants to employ specific groups who are threatened by unemployment and at risk of turning to undeclared work. In particular, the grants enable young people without relevant experience or education to gain work experience or relevant training, and this enhances their employability.

Local employment agencies, Belgium

  The system of ‘Local employment agencies’ (Agences locales pour l’emploi/Plaatselijke werkgelegenheidsagentschappen, ALE/PWA) was the first attempt to transfer certain household services into the formal labour market in Belgium. Up to then, many of these services were made available through undeclared work. Through the ALE/PWA, long-term unemployed people can carry out neighbourhood services for private persons, local authorities, non-profit associations or schools.

Grey Economy Information Unit, Finland

  The Grey Economy Information Unit was established by law on 1 January 2011. It is a specialist unit within the tax administration department, whose brief is to gather information and conduct investigations into undeclared work and other types of undeclared economic activity. The unit was based on a previous collaborative project between various authorities.

Mixed teams of inspectors, Cyprus

  The Ministry of Labour and Social Insurance has introduced several measures to combat undeclared and illegal employment in Cyprus. Among these measures are the expansion of the role of the mixed teams of inspectors who identify cases of undeclared employment, to include the application of the Equal Treatment in Employment and Occupation Law of 2004 in order to ensure that all employees are treated equally.

Information campaign on tax compliance, Estonia

  In 2010 and 2011, information campaigns were instigated by the Estonian Tax and Customs Board with the aim of raising awareness among the population as to how taxpayers’ money is being used by the state. Both campaigns were assessed as successful in terms of visibility and raising awareness.
