The Lithuanian government has outlined improvements to labour law, employment and social security regulation in an effort to increase employment, improve labour relations, and promote investment. However unions are wary of liberalising labour laws and despite a year of public discussion, no consensus has yet been reached on the new legal-administrative model.

After lengthy discussions, the Lithuanian government has amended employment law to help young people to improve their skills, and has changed the rules on voluntary internship agreements. Both measures cover people aged under 29. Although there is no assessment yet of their success, the measures are expected to be popular.

Lithuania’s Labour Code was amended in mid-2014 to clarify a range of industrial action issues. These include the suspension of strikes, the interpretation of collective agreements and the lawfulness of strikes where there is a valid collective agreement. The amendments also clarify the rules for public sector employer representation in social dialogue.

In January 2014, social partners agreed to cooperate in implementing the Youth Guarantee in Lithuania. They will seek to ensure that young people acquire the appropriate competencies and qualifications and be offered a job or continued education/training within four months of leaving education or becoming unemployed.
