Die herkömmliche Einteilung des Arbeitsmarkts in Erwerbstätige und Nichterwerbstätige hat zwar nach wie vor Bestand, lässt aber die neuen Möglichkeiten für den Übergang von der Schule in die Arbeit und die große Zahl von jungen Menschen unberücksichtigt, die außerhalb des Arbeitsmarkts stehen, kein Humankapital erwerben und daher einer Reihe von sozialen Problemen ausgesetzt sein können. 2015 waren rund 4,6 Millionen junge Menschen im Alter zwischen 15 und 24 Jahren arbeitslos.
