It examines the reasons for the growth in temporary employment contracts across the EU and explores the situation regarding access to social protection for young people on temporary or fixed-term contracts. It reviews the measures put in place in various countries to regulate the use of these contracts – often with a view to encouraging the transition to standard contracts – and finally presents the opinions of the social partners on the issue.

    Bis Mitte 2013 ist die Arbeitslosigkeit bei Beschäftigten unter 26 Jahren im Zuge der weltweiten Finanzkrise auf über 23 % gestiegen, und nahezu die Hälfte der Erwerbstätigen in dieser Altersgruppe war auf der Grundlage der einen oder anderen Form eines befristeten Vertrags beschäftigt. In diesem Bericht werden die Gründe für den Anstieg der befristeten Beschäftigungsverhältnisse in der EU und Norwegen bei jungen Menschen, ihr Zugang zu sozialem Schutz und die Wahrscheinlichkeit, mit der ihnen der Übergang von befristeten zu Standardarbeitsverträgen gelingt, näher untersucht. Außerdem werden die Bemühungen einzelner Regierungen, Anreize für die Beschäftigung junger Menschen zu schaffen, und die Einstellungen der Sozialpartner näher unter die Lupe genommen.
