Social convergence has gained an equal footing alongside economic convergence as an EU goal in the wake of the economic crisis. This report presents the results of a study into convergence in working conditions, a major component of social policymaking. It examines whether working conditions have improved over the past two decades in the EU as a whole and whether dissimilarities between Member States in this area have narrowed. The study includes analyses of both the trends and drivers of convergence plus expert interview data on two policy instruments that have the potential to promote convergence. Findings indicate upward convergence in working conditions overall, but uneven progress across Member States.

    Die soziale Konvergenz als EU-Ziel hat im Gefolge der Wirtschaftskrise die gleiche Bedeutung erlangt wie die wirtschaftliche Konvergenz. Der vorliegende Bericht enthält die Ergebnisse einer Studie über die Konvergenz der Arbeitsbedingungen, die ein wichtiger Bestandteil der Sozialpolitik ist. Es wird untersucht, ob sich die Arbeitsbedingungen in der gesamten EU in den letzten zwei Jahrzehnten verbessert und ob sich die Unterschiede zwischen den Mitgliedstaaten in diesem Bereich verringert haben. Die Studie enthält Analysen der Trends und Faktoren der Konvergenz sowie Daten aus Befragungen von Sachverständigen zu zwei politischen Instrumenten, mit denen die Konvergenz gefördert werden könnte. Die Ergebnisse weisen auf eine allgemeine Aufwärtskonvergenz der Arbeitsbedingungen, aber ungleiche Fortschritte in den Mitgliedstaaten hin.
