Expression used to refer to the situation where representative functions in different organizations are performed by one and the same person. There are numerous instances where individuals simultaneously occupy positions in the unions and the Chambers of Labour at central level, and in manufacturing industry the same applies to positions in the Economic Chamber of Austria and the Federation of Austrian Industry. In many instances the Chambers, trade unions and employers' organizations are linked, in their turn, with the political parties through such simultaneous office-holding; this is because lists of candidates for the elections of Chamber officials and works councils are put forward by the various political factions. The resultant close ties linking the social partners with Parliament and government foster concerted decision-making and co-ordination in the various areas of policy, including industrial relations.
