Term referring to the situation where only some of the employees in an establishment or branch of industry affected by strike action actually withdraw their labour (e.g. those employees in key positions who by striking bring the whole of production to a halt), or where only individual member employers of an employers' association are subjected to strike action by their employees. In the latter case, such a strategy can cause lasting disruption to the solidarity on the employers' side which is necessary for association-level agreements , by intensifying the clashes of interest related to competition between different employers. Any restriction of strike action to certain sections of the workforce (referred to as "Engführung") may upset the balance of bargaining power and constitute justification in law for a lock-out .
