SCOPE OF COLLECTIVE AGREEMENTS
GELTUNGSBEREICH VON KOLLEKTIVVERTRÄGEN

Concept which identifies the particular employers and employees to whom the provisions of a given collective agreement apply, defined in terms of geographical area, types of economic activity and personnel. Geographically, the determining factor is whether the agreement applies to Austria as a whole or to particular areas. In terms of type of activity, in so far as it defines which employers (establishments) are covered by a given agreement the scope of that agreement follows from the economic-activity scope of the constituency of the particular signatory employers' organization; since the employers' organizations are differentiated according to sectors and branches of activity, an agreement's scope follows the same criteria. As regards personnel, the scope of an agreement determines which employee categories it covers, depending on the signatory union concerned: since manual workers and white-collar workers are organized in separate unions within the Austrian Trade Union Federation, it therefore relates to whether the agreement applies to manual or white-collar workers.
