This report examines the link between working conditions and social dialogue, highlighting instances where social dialogue has had an impact on working conditions. The impact of social dialogue on working conditions is considered at all levels – national, sectoral, company and workplace levels. There is also a specific focus on occupational health and safety.

Economic growth slowed slightly across the European Union during 2005. Eurostat figures (based on seasonally adjusted data) relating to the third quarter of 2005 show that GDP growth in the eurozone (12 Member States) was 1.6%, compared with the level recorded in the third quarter of 2004. This is up from a growth of 1.9% between the third quarters of 2003 and 2004. GDP growth for the EU25 was slightly higher, at 1.8%, compared with the 2.1% increase recorded in the 12 months prior to the third quarter of 2004.

The year 2005 started off with the arrival of the new European Commission, appointed at the end of 2004 and headed by Jose Manuel Barroso. The new five-year strategy (2005-09) presented in January 2005 introduced the new Commission’s orientation with a strong emphasis on competitiveness and economic growth. The new policy priorities are also reflected in the document, /Financial Perspective for the years 2007-2013/, which was debated in the European Parliament throughout 2005.

The EU-level social partners in the live performance sector (EU0512207F ) - the European Arts and Entertainment Alliance (EAEA) and the Performing Arts Employers Associations League Europe (PEARLE) - have been active in recent months in promoting social dialogue in the new EU Member States. The Austrian Presidency of the Council of Ministers staged an informal employment and social affairs Council on 19-21 January 2006. The meeting was attended by EU employment ministers, social partners and representatives of non-governmental organisations.

On 22 December 2005, the Austrian and Finnish governments, which hold the Presidency of the EU Council of Ministers for the first and second six months of 2006 respectively, issued their policy priorities  for 2006. The issue of migration is deemed to be of crucial importance for the EU (TN0303105S ), which is facing an overall decline in employment after 2010, as a result of demographic changes. The European Commission estimates that, based on current migration flows, between 2010 and 2030 the number of employed people will fall by around 20 million in the EU 25 countries, as result of a falling birthrate and an ageing population. The Commission states that labour and skills shortages are already being felt in a number of sectors around the EU, and that these shortages will increase in the future. The European Commission has designated 2006 as the European Year of workers’ mobility. The Commission hopes to use this Year of workers’ mobility to highlight the importance of encouraging and enhancing the mobility of workers in the EU, stressing the benefits that this can bring to workers and the European economy in general. It also hopes to stimulate debate on the benefits and challenges to individual workers of changing jobs and/or working abroad.

Ministers met for an employment, social policy, health and consumer affairs Council in Brussels on 8-9 December 2005, under the UK Presidency of the Council of Ministers. The UK Presidency ends on 31 December.

On 15 November 2005, the European Parliament (EP) adopted an own-initiative resolution on the social dimension of globalisation.
