Tackling undeclared work database

Undeclared work can be defined as work which is in itself legal but is not declared to the authorities for tax, social security and/or labour law purposes. Across the 28 Member States of the European Union, a great deal of effort is being invested into developing and testing policy measures that aim to tackle undeclared work.

  In order to tackle the issue of undeclared work more effectively, in 2009 the State Labour Inspectorate placed greater emphasis on business consulting, public information and awareness-raising. The activities were implemented through various media channels, such as radio, television, press, internet, information screens in shopping centres and public transport. According to the inspectorate, the intensified public information campaign created a zero tolerance attitude towards undeclared work in society.

Standing groups to control illegal work, Lithuania

  In order to tackle undeclared work more effectively, in 2011 the State Labour Inspectorate set up standing groups to control illegal work in Lithuania’s five largest cities to undertake control and prevention of undeclared work. The groups consist of VDI inspectors (lawyers) who were provided with appropriate resources. Where necessary, assistance can be sought from representatives of other institutions. The results show that this initiative has contributed to better detection of undeclared work compared to previous years.

Inspections with regard to undeclared work are in place in Lithuania since 1997. The controls primarily aim to identify undeclared workers. The main actor involved in the inspections is the State Labour Inspectorate, which conducts about 2,000 controls of undeclared work a year and identifies around 900 undeclared workers every year. Some 200–300 cases dealing with undeclared work are brought before court each year.

Preventing undeclared work among tour guides, Lithuania

The Tourism and Promotion Division of Vilnius has been organising campaigns against the undeclared work of tour guides in the capital city of Lithuania since 2002. These campaigns aim to reduce the number of illegally operating guides in the capital, to secure the labour market for these workers, and to ensure the provision of professional information on the city and its history to tourists. The measure has been welcomed by legitimate tour guides.
