In 2022, the European Semester process was updated to take into account the launch of the Recovery and Resilience Facility (RRF) in February 2021. Over the past year, Member States have implemented national recovery and resilience plans (RRPs) in a context of huge geopolitical and economic upheaval triggered by Russia’s invasion of Ukraine. This report analyses national social partners’ involvement in carrying out the reforms and investments included in the RRPs.
Καθώς οι οικονομίες αρχίζουν να ανακάμπτουν από την πανδημία COVID-19, οι ελλείψεις σε επίπεδο εργατικού δυναμικού γίνονται ολοένα και πιο εμφανείς παρά τις επιπτώσεις που έχει ο πόλεμος στην Ουκρανία στις τιμές της ενέργειας και βασικών προϊόντων. Σε αυτές περιλαμβάνονται ελλείψεις που οξύνθηκαν λόγω της κρίσης σε ορισμένους τομείς και επαγγέλματα και οι οποίες αποτελούσαν ενδημικό φαινόμενο για ορισμένο χρονικό διάστημα.
The European Commission declared 2023 as the European Year of Skills, stating ‘Helping people get the right skills for quality jobs and helping companies, in particular small and medium enterprises, address skills shortages in the EU is what this year is all about.’

Ανέκαθεν, ο πολιτικός διάλογος σχετικά με τη σύγκλιση στην ΕΕ αποκτούσε ώθηση έπειτα από κάποια κρίση. Στον απόηχο της πανδημίας COVID-19, σκοπός της παρούσας έκθεσης είναι να καταγράψει τις τάσεις που παρατηρήθηκαν τις τελευταίες δύο δεκαετίες στον τομέα της σύγκλισης. Η μελέτη ξεκινά με μια εμπειρική έρευνα της οικονομικής, κοινωνικής και θεσμικής σύγκλισης κατά την περίοδο 2004–2019, τόσο σε επίπεδο κρατών μελών όσο και σε επίπεδο περιφερειών. Στη συνέχεια, η ανάλυση επεκτείνεται στην περίοδο 2020 και 2021 προκειμένου να εξεταστεί ο αντίκτυπος της πανδημίας.
This paper provides an overview of the involvement of the social partners in policymaking and social dialogue in recent years, primarily at national peak level.
'Women belong in all the places where decisions are made', to borrow from the late Ruth Bader Ginsburg. These decisions are made everywhere and at every level: in the home and at the workplace; in the boardroom and on the shop floor. Which is why it is of such serious concern to see the ongoing deep-rooted gender segregation across Europe, in employment, of course, but more specifically in sectors, in occupations and in roles and responsibilities. On International Women’s Day we tend to take stock of progress for women in all areas, and there had certainly been much progress in Europe in the years prior to the COVID-19 crisis. For instance, employment rates of women had increased, and yet more women than men lost their jobs at the beginning of the pandemic.
Women and frontline workers are most exposed to the risks of adverse social behaviour at work, such as burnout, exhaustion, anxiety and depression. This is according to the European Working Conditions Telephone Survey 2021 (EWCTS). In this data story, we dive into EWCTS data (EU27) to examine the prevalence of adverse social behaviour in the workplace - also known as ‘violence in the workplace’ - and the health and well-being implications it has for those who experience it.

The survey was first carried out in 1990.
This publication series gathers all overview reports on developments in working life, annual reviews in industrial relations and working conditions produced by Eurofound on the basis of national contributions from the Network of Eurofound Correspondents (NEC). Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, launched in April 2020, with five rounds completed at different stages during 2020, 2021 and 2022. The European Working Conditions Survey (EWCS) launched in 1990 and is carried out every five years, with the latest edition in 2015. It provides an overview of trends in working conditions and quality of employment for the last 30 years. It covers issues such as employment status, working time duration and organisation, work organisation, learning and training, physical and psychosocial risk factors, health and safety, work–life balance, worker participation, earnings and financial security, work and health, and most recently also the future of work.

The series analyses the involvement of national social partners in the implementation of policy reforms within the framework of social dialogue practices, including their involvement in elaborating the National Reform Programmes (NRPs).
The report maps trends in income inequality and examines the situation of the middle classes in the EU during 2020, the year most associated with the COVID-19 lockdowns. It charts developments in the size and composition of middle-class households across countries, identifies those that suffered disproportionately in 2020. Taking a longer lens, the report describes the evolution of income inequalities over the last 15 years, comparing the Great Recession (2007–2009) with the COVID-19 pandemic, and outlines the trends both between and within Member States.
This report explores the implications of the right of all EU citizens to live independently. It investigates the barriers faced by people who wish to live independently, and the situation of people at risk of living in institutional settings. It maps the various measures taken by EU Member States to foster independent living and autonomy. The report also includes policy pointers to support future decision-makers and provides a review of lessons learned from the COVID-19 pandemic.
