This report analyses European corporate practices in terms of working time flexibility as revealed by the European Company Survey 2009 (ECS 2009). Flexibility in working time is a central aspect of ongoing debates regarding boosting employment in the EU. Enabling employees to better balance their working time and domestic responsibilities is seen as a key way of encouraging more citizens to enter and remain in the workforce. At the same time, greater working time flexibility on the part of companies – and hence, employees – can enable European enterprises to be more responsive to market demands, so boosting the Union’s competitiveness.

    Las prácticas de las empresas europeas en materia de flexibilidad constituyeron el tema tratado en la Encuesta Europea de Empresas (EEE) realizada por Eurofound en 2009. Directivos y, en los casos en que resultó posible, representantes sindicales de 27.000 compañías fueron entrevistados con el fin de determinar qué tipo de medidas de flexibilidad se aplican en el ámbito empresarial y cómo se utilizan. Los resultados pusieron de relieve que el tipo de práctica de flexibilidad más común en las empresas de los Estados miembros de la UE, Croacia, la antigua República Yugoslava de Macedonia y Turquía atañe a los horarios de trabajo.

    Eurofound’s European Company Survey (ECS) maps and analyses company policies and practices which can have an impact on smart, sustainable and inclusive growth, as well as the development of social dialogue in companies. This series consists of outputs from the ECS 2009, the second edition of the survey. The survey was first carried out in 2004–2005 as the European Establishment Survey on Working Time and Work-Life Balance.
