Resumen

Youth unemployment rates in Europe are dramatically high. Many EU Member States have implemented youth employment policies that facilitate and support young people’s pathways through education to employment and tackle such diverse issues as early school leaving, school-to-work transitions and employability. But how effective are such policies? What are their strengths and their weaknesses and what characteristics make an effective policy in the field of youth unemployment? This report reviews existing evidence on the effectiveness of 25 policies tackling youth unemployment for a selected number of countries (AT, FI, FR, HU, IE, IT, ES, SE, UK) and complements this information with expert interviews. It seeks to assess the extent to which the chosen measures have been successful, looking at their outputs, outcomes and wider impact. An executive summary is also available - see Related content.

    Muchos Estados miembros de la UE se enfrentan a tasas de desempleo juvenil alarmantemente elevadas. Para darles respuesta, han aplicado una amplia gama de medidas de empleo juvenil que facilitan y respaldan los itinerarios de los jóvenes a través de la educación hasta el empleo y abordan temas tan diversos como el abandono escolar, la transición de la escuela al trabajo y la empleabilidad. Pero ¿hasta qué punto son eficaces estas medidas? En el presente informe se examinan las pruebas disponibles de la eficacia de 25 medidas de lucha contra el desempleo juvenil adoptadas en nueve Estados miembros y se complementa esa información con entrevistas a expertos. Su objetivo es evaluar el grado de éxito de las medidas consideradas, analizando sus resultados cuantitativos, sus resultados de otro tipo y su impacto en términos más amplios. El estudio llega a la conclusión de que ha de insistirse más en la elaboración y aplicación de evaluaciones sistemáticas que ayuden a identificar buenas prácticas, a mejorar la empleabilidad y la participación en el mercado de trabajo de los jóvenes y a liberar en última instancia el potencial de cada joven.
