The aim of flexicurity is to improve employment opportunities for workers, while at the same time increasing flexibility, enabling organisations to adapt their operations and employment levels to business needs. The past few years have, however, been particularly challenging for European labour markets: the recent financial crisis and recession have had an inevitable negative impact on EU labour markets and unemployment levels. This has called into question the effectiveness of the flexicurity strategy in terms of supporting vulnerable workers. Eurofound research in six EU Member States analysed company initiatives targeting young workers, older workers and women.

    El objeto de la flexiguridad es aumentar las oportunidades de empleo para los trabajadores y, al mismo tiempo, aumentar la flexibilidad para que las organizaciones puedan adaptar su actividad y el empleo a las necesidades comerciales. Los últimos años han sido particularmente difíciles para los mercados de trabajo europeos. La reciente crisis financiera y la recesión han tenido una repercusión inevitablemente negativa en los mercados de trabajo y en el desempleo en la UE. Esto ha puesto en tela de juicio la efectividad de la estrategia de flexiguridad en términos de apoyo a los trabajadores vulnerables. La investigación de Eurofound en seis Estados miembros de la UE analiza iniciativas empresariales orientadas a los trabajadores jóvenes, los trabajadores mayores y las mujeres. Revela que la implantación de estas medidas exige razones empresariales sólidas y que el diálogo social aumenta su tasa de éxito. Son factores que impulsan el éxito del deseo de la empresa de mantener y mejorar la diversidad de sus empleados, la cultura de la empresa y el contexto concreto nacional, regional y local en el que opera la empresa.
