Access to early childhood education and care (ECEC) services and the quality of such services are important issues that are gaining greater prominence in the EU. This study presents evidence on the elements of working conditions and in-service training that increase the quality of ECEC. Concerning the accessibility of ECEC services, the report describes good practices gathered in the form of case studies that have been evaluated and that describe additional resources for the inclusion in mainstream ECEC services of children with disabilities or learning difficulties, those in a vulnerable social situation and those who belong to disadvantaged groups.

    El acceso a los servicios de educación y cuidados de la primera infancia (ECPI) y la calidad de estos servicios son cuestiones importantes que van ganando protagonismo en la UE.  El presente estudio presenta pruebas sobre los elementos de las condiciones de trabajo y la formación durante el servicio que aumentan la calidad de la ECPI.  En relación con la accesibilidad de los servicios de ECPI, el informe describe una serie de buenas prácticas reunidas en forma de estudios de casos que se han evaluado y que describen, a su vez, otros recursos para la inclusión de niños con discapacidades o dificultades de aprendizaje, que se encuentran en una situación social vulnerable y los que pertenecen a grupos con entornos desfavorecidos.
