Cooperatives and social enterprises: Work and employment in selected countries

Resumen

Cooperatives and social enterprises are recognised for their resilience to cyclical and structural economic changes and their capacity to contribute to local and regional economic development, including social inclusion. In recent years, attention has increasingly focused on their ability to further the EU policy goals of creating more and better jobs, countering the trend towards non-standard employment and fostering EU integration following the 2008 global financial crisis. Based on case studies from organisations in five EU Member States, this report investigates the contribution of European cooperatives and social enterprises to job creation and retention. It describes the characteristics of the jobs created and retained as well as outlining the various support measures used by organisations to develop and innovate. It offers some policy pointers aimed at supporting the delivery of these jobs in cooperatives and social enterprises.

    Las cooperativas y las empresas sociales se caracterizan por su resiliencia frente a los cambios económicos cíclicos y estructurales y por su capacidad para ayudar al desarrollo económico local y regional, incluida la inclusión social. En los últimos años, se ha destacado su capacidad para impulsar los objetivos políticos de la UE de crear más y mejores puestos de trabajo, contrarrestar la tendencia hacia el empleo atípico y fomentar la integración en la UE tras la crisis financiera mundial de 2008. Partiendo de los estudios de caso realizados por organizaciones de cinco Estados miembros de la UE, en el presente informe se analiza la contribución de las cooperativas y empresas sociales europeas a la creación y conservación del empleo. Se describen las características de los puestos de trabajo que se crean y mantienen y se presentan las diversas medidas de apoyo que utilizan las organizaciones para crecer e innovar. Asimismo, se ofrecen recomendaciones políticas destinadas a apoyar la disponibilidad de estos puestos de trabajo en cooperativas y empresas sociales.
