Desde 2016, Eurofound supervisa atentamente la participación de los interlocutores sociales nacionales en la formulación de políticas en el marco del ciclo del Semestre Europeo. En 2020, la atención se centró en su participación durante los primeros meses de la pandemia de COVID-19. Aunque la pandemia ha supuesto un enorme reto para el diálogo social, los resultados del análisis ponen de relieve cómo el diálogo social puede constituir una herramienta eficaz para conformar iniciativas políticas y encontrar soluciones a situaciones de emergencia que afectan a las empresas, los trabajadores, la economía y la sociedad. Es evidente que la participación de los interlocutores sociales en el diseño y la ejecución de los planes nacionales de recuperación y resiliencia en 2021 será clave en el proceso de recuperación y a la hora de reforzar el avance del diálogo social.
