    2008 marked the completion of Eurofound’s four-year programme, Changing Europe: Better work, better life. Eurofound built on its work of previous years in providing comparative information, research and analysis on living and working conditions, industrial relations and the management of change for key actors in the field of EU social policy. As outlined in the 2005–2008 programme, Eurofound’s work is divided into three key tasks: monitoring and understanding change, researching and exploring what works, and communicating and sharing ideas and experience. Within these three tasks, its activities fall into four thematic areas: employment, industrial relations and partnership, work–life balance and social cohesion.

    2005. aastal alustas fond uut nelja aasta tööprogrammi aastateks 2005–2008. Fond alustas uut programmi „Parem töö ja parem elu muutuvas Euroopas” energiliselt ja ambitsioonikalt. Tööprogramm hõlmab mitu uurimisprojekti, mille eesmärk on kajastada programmi nelja põhiteemat: paremat ja ulatuslikumat tööhõivet, töö ja isikliku elu vahelise tasakaalu loomist, osaluse ja partnerluse soodustamist ning sotsiaalse ühtekuuluvuse kujundamist. Aasta lõpu suursündmuseks oli fondi uue direktori Jorma Karppineni ametisse määramine: ta võttis ametiposti üle detsembris.

    2006. aastal, mil Euroopa Liit valmistus Bulgaaria ja Rumeenia liitumiseks, avaldasid senisest suuremat mõju üleilmastumise surve ning demograafilised muutused. Nii Euroopa Liidu kui ka riikide tasandi poliitika kujundajatel tuleb teha tähtsaid otsuseid inimeste rände, tööhõive, hariduse, võrdsete võimaluste ja sotsiaalpoliitika küsimustes. Kõikides nendes ja teistes küsimustes pakkus fond 2006. aastal tipptasemel teadmisi ja teavet.

    This report provides some perspectives on the effects of trade liberalisation on the European labour market. For its analysis, it draws on data from the European Restructuring Monitor (ERM), the only EU-wide monitoring instrument available. The 2007 ERM report identifies some of the recent and emerging trends in the current phase of globalisation and provides suggestions on how policy should be re-oriented to address these new circumstances.
