Résumé

The 2013 annual report from the European Restructuring Monitor (ERM) presents a retrospective of over a decade of measuring the impact of large-scale restructuring activity in Europe. Based on a database containing details of over 16,000 large-scale restructuring events– each generally involving at least 100 job losses or gains – it paints a picture of restructuring trends across the EU Member States. The report sets out to compare activity in the period leading up to the economic and financial crisis (2003–2008) with the post-crisis period (2008–2013), in order to identify changes in restructuring practices and to pinpoint the sectors that have been disproportionately affected, in employment terms, by the global recession. Also included is a critical assessment of all ERM activities, including the two newer policy-oriented databases: public support instruments and restructuring legislation. Finally, the report places the spotlight on the phenomenon of offshoring, charting the decline in offshoring activity by European firms since the onset of the crisis.

    Ce rapport annuel de l’European Restructuring Monitor (ERM – outil de veille sur les restructurations d’entreprises) présente un aperçu de la mesure par l’ERM de l’impact de plus d’une décennie de restructurations à grande échelle en Europe. Il examine les tendances en matière de restructurations dans les États membres de l’UE, en s’appuyant sur une base de données qui recense des informations détaillées sur plus de 16 000 restructurations de grande ampleur – c’est-à-dire impliquant généralement au moins une centaine de pertes ou gains d’emploi. Le rapport s’attache en particulier à comparer l’activité de la période d’avant la crise (2003 à 2008) à celle d’après la crise (2008 à 2013) afin d’identifier d’éventuels changements dans la prévalence des différentes pratiques de restructuration, et de montrer quels secteurs ont été les plus touchés en termes d’emploi, par la récession mondiale. Les derniers chapitres du rapport sont consacrés au phénomène de la délocalisation (offshoring) – l’un des huit types de réorganisation lié aux restructurations impliquant des pertes d’emploi importantes, qui consiste à délocaliser ou externaliser l’activité en dehors des frontières du pays – et il est démontré que les entreprises européennes ont moins recours aux délocalisations depuis le début de la crise.
