Many EU Member States have implemented youth employment policies that facilitate and support young people’s pathways through education to employment and tackle such diverse issues as early school leaving, school-to-work transitions and employability. But how effective are such policies? What are their strengths and their weaknesses and what characteristics make an effective policy in the field of youth unemployment? This report reviews existing evidence on the effectiveness of 25 policies tackling youth unemployment for a selected number of countries (AT, FI, FR, HU, IE, IT, ES, SE, UK) and complements this information with expert interviews.     De nombreux États membres de l’Union européenne sont confrontés à un taux de chômage des jeunes alarmant. Pour y faire face, ils ont mis en œuvre un éventail de politiques en faveur de l’emploi des jeunes, qui facilitent et accompagnent les parcours éducatifs menant à l’emploi et qui s’attaquent à des problèmes aussi divers que le décrochage scolaire, le passage de l’école au travail et l’employabilité. Mais quelle est l’efficacité de ces politiques? Ce rapport examine les données existantes sur l’efficacité de 25 mesures de lutte contre le chômage des jeunes dans neuf États membres, en complétant ces informations par des entretiens avec des experts. Il vise à évaluer dans quelle mesure les interventions retenues ont porté leurs fruits, en examinant leurs réalisations, leurs résultats et leur incidence à plus grande échelle. L’étude conclut à la nécessité de mettre davantage l’accent sur la conception et l’application d’évaluations systématiques, qui permettraient de recenser les meilleures pratiques, d’améliorer l’employabilité et la participation des jeunes au marché du travail et, in fine, de libérer le potentiel de chaque jeune.
