Résumé

Restructuring is part and parcel of the economic fabric in Europe, as companies must adapt to altered conditions in a bid to remain sustainable and competitive. Most of the policy focus so far, however, has been on restructuring in terms of the large firm. In light of the relative importance of the small and medium-sized company (SME) – constituting over 99% of European businesses and about 66% of private sector employment – policymakers at all levels need to understand the specific challenges facing the smaller firm in order to provide appropriate support for this backbone of the European economy. Based on information derived from 85 case studies across all EU Member States and other sources, the report outlines the features peculiar to SMEs in their anticipation and management of restructuring, explores the main drivers of change and analyses the factors influencing successful restructuring. It offers a wide-ranging, comparative view of how restructuring impacts on workers and the company itself and puts forward several policy pointers for future action. Les politiques ont porté jusqu’à présent, pour la plupart, sur les restructurations du point de vue des grandes entreprises. À la lumière de l’importance relative des petites et moyennes entreprises (PME) – qui constituent plus de 99 % des entreprises européennes et environ 66 % des emplois du secteur privé – les responsables politiques ont besoin, à tous les échelons, de comprendre les problèmes particuliers qu’affrontent les petites entreprises afin d’apporter un soutien approprié à ce pilier de l’économie européenne. Le présent rapport, qui s’appuie sur des informations tirées de 85 études de cas venant de tous les États membres de l’Union européenne et d’autres sources, souligne les caractéristiques qui distinguent les PME lorsqu’elles prévoient et gèrent les restructurations; il étudie les principaux moteurs du changement et analyse les facteurs qui influencent le succès des restructurations. Il offre une perspective comparative étendue sur l’incidence des restructurations sur les travailleurs et l’entreprise elle-même et propose plusieurs orientations politiques pour des actions futures.
