Résumé

The concept of NEET (young people not in employment, education or training) has, since 2010, been widely used as a tool to inform youth-oriented policies in the 28 Member States of the European Union. While it has been a valuable addition to more traditional indicators used to understand the economic and social vulnerability of young people and their labour market participation, it has often been criticised because of the heterogeneity of the population it captures. This report explores the diversity of NEETs and suggests seven subgroups into which the NEET population can be disaggregated using data routinely collected for the EU Labour Force Survey. Through analysis of the data for each of these subgroups, it offers a contemporary overview of the composition of the NEET population, both at EU28 level and in each Member State. It is hoped this information will help policymakers more precisely target interventions intended to ease young people’s engagement with the world of work and training.     Depuis 2010, le concept des NEET (jeunes ne travaillant pas, ne suivant pas d’études ni de formation) est largement utilisé en tant que source d’information dans les politiques relatives à la jeunesse des 28 États membres de l’UE. Bien qu'il ait complété utilement les indicateurs plus traditionnels utilisés pour comprendre la vulnérabilité économique et sociale des jeunes et leur participation au marché de l’emploi, il a souvent été critiqué en raison de l’hétérogénéité de la population ciblée. Le rapport explore la diversité des NEET et suggère une ventilation de la population NEET en sept sous-groupes, à l’aide des données couramment recueillies pour l’Enquête sur les forces de travail de l’UE. À travers l’analyse des données de chacun de ces sous-groupes, il offre un aperçu contemporain de la composition de la population NEET, à la fois à l’échelle de l’EU-28 et dans chaque État membre. Il serait souhaitable que ces informations aident les décideurs à cibler plus précisément les interventions destinées à faciliter l’intégration des jeunes dans le monde du travail et de la formation.
