The latest European Semester cycle, covering the period 2016–2017, has highlighted a range of issues regarding the quality of involvement by the social partners in the elaboration of the 2017 National Reform Programme (NRP), as well as in the implementation of the country-specific recommendations (CSRs). This report looks at the different social dialogue practices across Member States and at the role played by the national authorities in enabling the involvement of employer organisations and trade unions in policy reforms. While some improvements have been reported, the challenges and limitations faced – such as insufficient time allocated to consultation and lack of visibility – need to be addressed in order to enhance the effective participation of social partners in the European Semester.

    Le dernier cycle du semestre européen, qui couvre la période 2016-2017, a mis en évidence toute une série de problèmes concernant la qualité de la participation des partenaires sociaux à l’élaboration du plan national de réforme (PNR) 2017 ainsi que dans la mise en œuvre des recommandations par pays (RPP). Le présent rapport se penche sur les différentes pratiques en matière de dialogue social dans les divers États membres et sur le rôle que jouent les autorités nationales pour permettre aux organisations d’employeurs et aux syndicats de participer aux réformes des politiques. Si certaines améliorations ont été signalées, les difficultés et les limites rencontrées, telles que le temps insuffisant alloué à la consultation et le manque de visibilité, doivent être abordées pour améliorer la participation effective des partenaires sociaux au semestre européen.
