Procurement

Eurofound uses a variety of means to select contractors to assist it in carrying out its Programme of Work, in accordance with the public procurement rules of the European Union institutions. All information necessary for tendering is included either in the published notices in the Official Journal of the European Union or in the Tender Specifications provided directly to invited candidates.

Who can tender?

Eurofound calls for tenders are open:

  • to natural and legal persons from European Union member states and from countries which have signed a special agreement with the European Union in the field of public procurement under the conditions laid down in such an agreement;
  • to all eligible entities listed above unless they are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU);
  • to international organisations (e.g. UN agencies, OECD)

  • the Financial Regulation of Eurofound, which, as regards procurement, applies relevant provisions of the Financial Regulation applicable to the general budget of the Union (Council Regulation (EC, Euratom) No 2018/1046.
