Upward convergence lies at the heart of the EU project. Member States and their citizens sign up to be part of the Union, as they expect their membership will lead to balanced economic prosperity and social progress across countries. Increasing disparities between Member States, as happened during the 2008–2013 economic crisis, could be seen as a betrayal of the EU’s promise, and potentially lay the seeds for discontent and disintegration. This flagship report is the culmination of Eurofound’s research into monitoring convergence in the EU, which was initiated in 2017.

This flagship report summarises the key findings of Eurofound’s research on working conditions conducted over the programming period 2017–2020. It maps the progress achieved since 2000 in improving working conditions and examines whether all workers have benefited equally from positive change. It highlights which groups are the most at risk of experiencing poor working conditions and being left behind. Given the changes in the world of work, emerging challenges for good job quality are identified.

As part of its mandate to promote dialogue between management and labour, Eurofound has monitored and analysed developments in industrial relations systems at EU level and in EU Member States for over 40 years. This flagship report is based on the work done in this context during the last programming period (2015–2019). It draws on the extensive monitoring of industrial relations systems and social dialogue carried out by Eurofound on an ongoing basis.

This flagship publication provides an overview of developments in Europe in the wake of the global financial crisis, as well as mapping the ongoing challenges and policy approaches taken at EU and national levels to find the right balance between flexibility and security in the labour market.
